It’s a busy time for regulations impacting gun dealers and gun owners, and that means it’s time for the 2A community to rise up and engage. Below is a summary of the key happenings lately, including three regulatory filings on which CA DOJ is accepting comments, and two advisory notices to be aware of. 1. New Background Check Regulations for Firearm Barrel Purchases
Deadline: Sept. 22, 2026
DOJ seeking comments on a new regulatory scheme they claim will prevent “ghost gun” manufacturing, including a two-tier eligibility check system that mirrors the existing ammunition purchase background check system.

2. Proposed Amendments to Firearm Safety Devices
Deadline: Sept. 15, 2026
DOJ seeking comments on new regulations for firearms dealers and FSD/firearms manufacturers relating to recordkeeping, marking, and other regulatory compliance issues.

3. Proposed Amendments to Regulations Relating To AB 1263 Notice Requirements and Dealer Inspections
Deadline: Sept. 15, 2026
DOJ seeking comments on proposed amendments to existing regulations regarding California’s “Firearm Industry Standard of Conduct” that would make AB 1263 notice-and-acknowledgment records an inspectable item during routine dealer inspections.

4. CADOJ Advisory- Barcode Scanners
Issued: July 31, 2026
The California Department of Justice, Bureau of Firearms, issued Advisory No. 183 on July 31, 2026, addressing barcode scanner requirements for the redesigned California driver license and identification cards.

5. CADOJ Clarifies Fingerprint Options for Non-Resident CCW Applicants
Issued: August 7, 2026
The California Department of Justice issued Amended Information Bulletin 2026-DLE-13, clarifying that non-resident applicants may submit fingerprints using an FBI Form FD-258 fingerprint card, completed through a law enforcement agency in their state of residence, as an alternative to visiting a Live Scan operator in California.
