Member Alert: CA DOJ Clarifies Fingerprint Options for Non-Resident CCW Applicants

On August 7, 2026, the California Department of Justice issued Amended Information Bulletin 2026-DLE-13, superseding its earlier March 2026 guidance on AB 1078’s non-resident CCW application process. The updated bulletin clarifies that non-resident applicants may submit fingerprints using an FBI Form FD-258 fingerprint card, completed through a law enforcement agency in their state of residence, as an alternative to visiting a Live Scan operator in California. The bulletin provides detailed instructions for completing and submitting the FD-258, including required fields, the correct ORI to use, and mailing procedures.
