CCW Reckoning Rolls Into Glendale
Unable to simply delete CCW rights, jurisdictions like Glendale resort to absurdly high fees and subjective criteria to make it difficult (if not impossible) for lawful citizens to exercise their rights.
On August 27, 2026, attorneys acting on behalf of CRPA, sent a formal demand letter to Glendale Police Department Interim Chief Robert William and the Glendale City Attorney’s Office. The letter challenges Glendale’s CCW permit fees, which rank among the highest in California: $1,078 for new applications and $828 for renewals. When combined with mandatory training courses, Live Scan fingerprinting, and psychological examinations, the total cost can exceed $2,000.
The letter also challenges Glendale’s blanket requirement that all applicants undergo psychological examinations. Section 26190(e) provides that such exams “may” be required for initial applications, not mandated for all, and for renewals, additional assessment “shall be required only if there is compelling evidence of a public safety concern.” Imposing blanket testing exceeds statutory authority and
violates Fourteenth Amendment procedural due process.
