This is frustrating because common sense would lead you to believe this is the case. The legislation has passed a series of laws that has kept them from being charged with negligence in these matters. The phrases that they will have “Blood on their hands” as uttered by Senator Grove in testimony on SB818 are true but the legal ability to charge them is nil.
